Protest against Awardee's Method of Performance

A company protested a contract award, alleging that the procuring agency accepted equipment which did not meet its requirements and that it failed to provide other offerors an opportunity to suggest a similar method of performance. The awardee's offer was not a prohibited method of performing the function and, since no mention was made in the procurement of how the function was to be performed, the protest was denied.
