Highlights

A protester to a contract award contended that the awardee's bid was nonresponsive because of "no bid" responses to certain items in the solicitation and that the protester's post-bid opening modification to its bid made it the low conforming bidder. Since the bid form did not explicitly require bids on all items, the "no bid" response did not render the bid nonresponsive. The agency was proper in not considering the attempt at modification after bid opening of a bid that was not "otherwise successful" at the time of bid opening.
