An employee appealed the denial of a waiver of overpayments for a period of time in which he accepted a lower-grade position because of a reduction in force. The reduction in force was canceled, and the employee was reestablished at his former grade level. GAO cannot overrule the Federal Employee Appeals Authority which found that the employee was overpaid. In addition, the employee was on notice that there was a possibility of overpayments.
