Payment for Sun Day Buttons Purchased by the General Services Administration

A decision was requested concerning the propriety of certifying for payment a voucher for buttons ordered by a General Services Administration (GSA) manager and purchased from Sun Day, a private organization. Although the buttons were given to the public in support of the GSA commitment to the Sun Day energy alternative program, payment may not be certified since the buttons were not shown to be a necessary expense of GSA programs.
