A company protested cancellation of a solicitation for a labor surplus area set-aside after bid opening. The cancellation was proper since the solicitation contained an out-of-date priority listing. In addition, cancellation of the old Government policy and publication in the Federal Register of a new policy relating to labor surplus area set-asides put all parties on constructive notice of a change in policy.
