The application of the Economy Act to condemnation proceedings was questioned. The act, which prohibits the government from entering into a lease in which the annual rental to be paid exceeds 15 percent of the fair market value of the property, precludes the initiation of condemnation proceedings when the agency believes that the condemnation award would exceed the 15-percent limitation.
