A protester to a contract award contended that its proposal was improperly evaluated. The protest was denied because evaluation factors in the solicitation did not have to reflect specific factors. The protester was not prejudiced by failure of the agency to reduce the cost proposal by an amount in excess of needs since this amount would not have affected contractor selection, downgrading of the proposal in areas not discussed adequately in the proposal was not improper, and it would have been improper to give competitive preference on the basis of minority status where the solicitation contained no such provision.
