Highlights

A former employee's claim for payment of annual leave forfeited upon his retirement was questioned. Since the parties did not intend a forfeiture to occur and it was the agency's policy to avoid forfeiture in such circumstances, the employee may be restored to the rolls for the period of unused annual leave. The administrative error provisions of P.L. 93-181 did not apply to leave forfeited pursuant to 5 U.S.C. 5551(a).
