A consultant appealed a decision denying his request for a waiver of erroneous payments of travel expenses and for additional pay. The consultant's appointment ceased to be intermittent after 130 days and became temporary. Under a temporary appointment, a consultant must bear the cost of transportation, and erroneous travel payments cannot be waived. Consultants are generally not entitled to overtime compensation, and there was no administrative error in the agency determination of the compensation rate.
