An employee appealed the denial of his claim for backpay and a retroactive promotion for allegedly improper classification of his position. GAO does not have authority to consider the propriety of classification actions. Denial of the claim was affirmed because pertinent legislation does not make the United States liable for pay lost through improper classification, and the employee was entitled only to the salary of the position to which he was appointed since he was not detailed for a long period to a higher level position.
