Protest Alleging Improper Evaluation of Technical Proposal

A company protested award of a contract to a competitor, alleging improper evaluation of its technical proposal and use of evaluation criteria not specified in the solicitation. GAO will not question the agency's evaluation of a technical proposal in the absence of fraud or arbitrary agency action. The use of evaluation criteria not specified in the solicitation was proper because the criteria were sufficiently related to the general evaluation criteria to be applicable.
