A low bidder protested award of a contract to any firm other than itself and requested correction of its bid price. An agency contention that the intended bid price was uncertain had no merit since bid prices for labor costs were factored to include all support costs. Matters concerning judgments about areas of performance involved business judgment which was not a basis for correction or withdrawal of the bid. Withdrawal of the bid is not required, and correction may be made since the uncertainty of the intended bid price was within a narrow range and was a small percentage of the difference between the second low bid and the corrected low bid.
