A company protested the issuance of a solicitation for items on which the protester had bid which was necessitated by a determination of nonresponsibility. The agency determination of nonresponsibility was not questioned since there was no showing of bad faith or unreasonableness. An allegation that the agency used unannounced definitive responsibility criteria was rejected since the record showed that the criteria involved areas in which the protester failed to demonstrate that it met an experience criterion. Judgment about prior experience was a matter for the contracting officer in determining responsibility.
