A company whose protest against an agency decision to upwardly correct a bid was sustained protested cancellation of the solicitation because of unreasonably high bid prices. Contracting officers have broad powers of discretion in determining whether a solicitation should be canceled; the determination to cancel was not an abuse of this discretion.
