Retroactive Substitution of Sick Leave for Annual Leave

A decision was requested as to whether an absence charged to annual leave at the employee's request may be charged to sick leave after the employee's death in order for his survivors to receive the annual leave in a lump sum. If the employee was entitled to use sick leave instead of annual leave as he requested, the sick leave may be substituted for annual leave at the agency's discretion.
