A company protested against the failure of the agency to award it a contract on the basis of a determination that it was nonresponsible. The findings of nonresponsibility were not unreasonable or made in bad faith in spite of the protester's previous involvement in manufacture of the same items since a preaward survey report indicated that the protester did not intend to comply with certain specifications.
