Highlights

A company protested that a solicitation was ambiguous and unduly restrictive. The protest was timely since it was filed before bid opening, the original complaint stated the ultimate issue, and the ambiguity was not apparent on the face of the solicitation. Because of the ambiguity of the specifications, the requirement should be resolicited under revised specifications. A cross-protest filed by a competitor was denied.
