Protest against Cancellation of Small Business Set-Aside Solicitation

A company protested the cancellation of a small business set-aside solicitation and the subsequent resolicitation on an unrestricted basis because all bids received were at unreasonable prices. No legal basis existed to object to the cancellation and resolicitation on an unrestricted basis, and comparison of bid prices with the contract price from a large business on a previous procurement was proper.
