A protester objected to a contract award to any of three other bidders on grounds that they were not responsible. Affirmative determinations of responsibility are not reviewed except in cases alleging fraud or failure to apply definitive responsibility criteria. While below-cost bids are discouraged, they are not prohibited, and other evidence of possible antitrust violations is a matter for the Attorney General. Complaints concerning noncompliance with Equal Employment Opportunity regulations are not for GAO consideration. Because the initial submission was clearly without legal merit, the protest was summarily denied without requesting a report from the agency.
