Sewage Utility Contracts

A decision was requested concerning the propriety of renegotiating or terminating utility sewage contracts to comply with Environmental Protection Agency grant funding policies. Since the existing contracts do not provide for increased payments for capital improvements, federal users of the local services are not necessarily subject to payment for all further expansion. The shortfall in funding for expansion should be covered either by a general rate increase to all customers or by some other method.
