A company protested against rejection of its bid, cancellation of the solicitation, and subsequent award to a non-Federal Supply Service (FSS) contractor. The cancellation of the solicitation after bid opening because of omission of a delivery provision was proper in spite of the bidder's familiarity with the provision from previous contracts. The lowering of price by the awardee did not affect the cancellation. Protests against failure to extend the current contract and award to a non-FSS contractor were untimely since the protester had received notification of an FSS award, and the urgent nature of the solicitation was obvious.
