A company protested the rejection of its proposal, contending that evaluation criteria were not followed. There was no requirement in the solicitation committing the offeror to assign to the contract personnel whose resumes were submitted with the proposal, and the agency evaluation on the basis of such personnel was not questioned. The panel's evaluation of the proposal was reasonable and its conclusion that it was technically unacceptable not questioned in spite of evaluations by individual members of the panel that were inconsistent with evaluation criteria. The solicitation was deficient in failing to indicate the relation of price to qualification criteria. Future solicitations allocating significant weight to personnel qualifications should include a provision requiring agency approval of personnel replacements.
