Claim for Retroactive Modification of Travel Orders for Temporary Duty

An employee claimed costs incurred in renting a car used for return travel from a temporary duty assignment because of an emergency at home. Since an agency official had not determined that the assignment was substantially completed and there is a general rule against retroactively amending travel orders, payment was denied.
