Claim for Work Performed under Oral Agreement

A decision was requested regarding payment of an invoice submitted for road work performed under an oral agreement prior to execution of a written agreement. The Government has an obligation to pay for services furnished under an implied contract; the claimant is entitled to payment on a quantum valebant/quantum meruit basis.
