A protester to a contract award contended that the contracting officer should have amended the solicitation and conducted discussions with offerors. The protest was timely since it was directed at procurement practices after initial proposals were received, and the basis for protest was not known until after the agency responded to inquiries about amending the solicitation. The protest was denied because there was no showing that criteria for price competition were not met, the only change in requirements was "de minimus," and there was no showing that the solicitation contained inaccurate information giving the incumbent contractor an unfair advantage. There was no basis to support recovery of proposal preparation costs.
