A company whose protest against solicitation cancellations was sustained contended that the agency contracted with the Small Business Administration (SBA) in bad faith to avoid contracting with the protester. The protest was denied because: the agency did not act in bad faith since it issued a solicitation for similar items and quantities to those in the cancelled solicitation and contended that the SBA contract represented additional parts; SBA had sufficient data to subcontract certain parts; and SBA determined that the subcontract award at a price within the ceiling set by the agency was reasonable, and the agency's determination of whether a price is reasonable is not disturbed in the absence of a showing of fraud or bad faith.
