A company protested the cancellation, after opening, of a solicitation which the agency determined was deficient and no longer reflected the agency's needs. Resolicitation was justified because of reduced work scope. The contention that the agency should have negotiated changes in specifications after the award was without merit because the reduction in work scope could have significant impact on competition.
