An advance decision was requested concerning payment of additional cost-of-living allowances to employees in Alaska. This involved a Civil Service Commission (CSC) action reducing cost-of-living allowances where employees are accorded housing or purchase privileges. Since the issue of the CSC action is the subject of a class action lawsuit in a Federal court, GAO declined to rule on it, and because protracted litigation was expected, closed its files, preserving the agency's right to resubmit the claims.
