Unaccompanied Baggage Costs in Excess of Amount Authorized

A decision was requested as to whether an employee is liable for that part of charges for the shipment by air of unaccompanied baggage in excess of the 700 pounds authorized incident to a change of duty station. The employee was aware of the authorized weight limit and must pay the Government for transportation costs for shipments exceeding the allowable cost.
