An employee claimed per diem in lieu of subsistence allowance while performing temporary duty at her old duty station in anticipation of a transfer. While per diem is not ordinarily paid at the permanent duty station, the employee can be paid expenses not to exceed temporary quarters allowances since the agency felt she should not suffer financially because of its delay. Temporary quarters allowances could have been authorized.
