An advance decision was requested concerning reimbursement of passport fees paid by a U.S. citizen hired locally in Japan. Claims for fees incurred in 1965 and 1970 were barred by the 6-year statutory limitation. The fee paid in 1975 may not be reimbursed since the employee did not have an overseas transportation agreement, and she was not "officially required" to renew her passport. Also, the record did not indicate that the employee was not ordinarily a resident of Japan, and she was not required to have her passport reflect her status according to the "Agreement Regarding Status of United Nations Forces in Japan."
