A decision was requested as to whether Federal agencies may incur the expenses of compensating attendants for handicapped employees who attend training courses away from the regular duty station. The services of attendants for handicapped employees are personal in nature, not related to training, and not related to the purposes for which funds are appropriated. There are no statutory provisions for agencies to compensate attendants for handicapped employees.
