Appropriate Rate of Compensation

A decision was requested concerning the appropriate rate of compensation to be paid to Dr. Julius Richmond who serves as both Assistant Secretary for Health and as Surgeon General of the Public Health Service. The pay grade for the Surgeon General of the Public Health Service is established at pay grade 0-8, and, in the absence of additional legislation, no legal basis exists for assigning any other pay grade to that position.
