Compensation for Work Performed Beyond Limitation of Appointment

An advance decision was requested as to whether a claim submitted by an employee who worked beyond the expiration date of his temporary appointment because of administrative error may be certified for payment. The employee was entitled to payment since he performed services as a de facto employee in good faith and under color of authority.
