A carrier requested review of disallowance of its claim for repayment of most of the money withheld to recoup damages from loss of property in transit, contending that the amount withheld was excessive because the articles were surplus property. Disallowance was sustained because the value of the goods lost was measured according to its replacement cost and value to the owner.
