Protest against Requirement for "All or None" Bid

Award of all items in a solicitation was protested on the basis that the award for four separate items was made on "all or none" basis. Award of each item was contingent upon award for the other items, causing an "all or none" situation which was not prohibited by the solicitation. The protest was denied.
