A small company alleged that its competitor, a large business, engaged in unfair price competition in order to eliminate its competitors. The award of the contract may not be challenged on the basis of the possibility of a buy-in nor on the allegation of an excessively low bid. Rejection of a bid for too low a price involves a determination of nonresponsibility which is not reviewed by GAO under the circumstances in this case.
