A protester to a contract award contended that the agency had consistently accorded its competitor an unfair advantage in the procurement being protested and in previous procurements. The allegation that the agency violated regulations by improperly disclosing the protester's technical and pricing information to the protester's named supplier lacked the specificity necessary to establish the ocurrence of a violation that was denied by the agency. Other allegations based on improprieties apparent in the solicitation were untimely as they were not filed before the closing date for receipt of initial proposals or before the next closing date for receipt of proposals following the incorporation of an alleged impropriety.
