Leo A. Fitzgerald--Retroactive Temporary Promotion and Backpay

A response was requested concerning an employee's entitlement to a retroactive temporary promotion and backpay. The employee was entitled to a retroactive temporary promotion and backpay from the date that he satisfied the time-in-grade requirement until the end of his detail, and he was entitled to the promotion in spite of subsequent downgrading of the position since such actions are not retroactively effective under circumstances in this case.
