Restoration of Forfeited Annual Leave

An advance decision was requested concerning restoration of annual leave forfeited by an employee at the end of a leave year. The leave may be restored since the employee had submitted a timely request for the leave, and the agency had failed to approve and schedule the leave or present the case to a proper official for determination of a public exigency.
