A decision was requested concerning the claims of employees for retroactive temporary promotions with backpay for periods in which they were detailed to higher grade positions. Claims which were not received in GAO within the 6 year period specified by statute could not be considered, and filing with the agency did not constitute filing with GAO. An employee who did not satisfy the time-in-grade requirements of the Whitten Amendment could not receive a retroactive temporary promotion to grade GS-15, but he was entitled to the promotion to the highest grade to which he could have been promoted under applicable requirements.
