Appeal of Settlement involving Proficiency Pay

A retired Army member appealed a settlement for an amount of proficiency pay to which he was entitled, claiming that as a field recruiter with over 4 years' active duty he was entitled to higher pay. The settlement was sustained because the Secretaries have broad authority to provide for such pay, and no evidence was provided to show that the higher rate was authorized by appropriate regulations.
