Activities of White House Staff Members Designed To Promote Support for Confirmation of the Panama Canal Treaty

GAO submitted an inquiry to the White House requesting information concerning activities of White House staff members designed to promote public support for Senate confirmation of the Panama Canal Treaty. The White House responded that the inquiry was not proper. This reply raised several matters which warranted clarification by GAO in this letter.
