Request for Remission of Liquidated Damages

The Secretary of Agriculture requested the Comptroller General to remit a portion of liquidated damages assessed against a company because of alleged violations of regulations and inability to meet the delivery date. Partial remission was requested because of doubtful liability, but the record did not support the agency's doubt concerning the legal sufficiency of the assessment.
