Protest Contending That Specifications Were Restrictive

Before bid openings, a company protested that specifications in the solicitations were restrictive because of the use of design specifications rather than performance specifications. The solicitation was not restrictive of competition merely because the agency used designed specifications to describe needs. (SW)
