A protester argued that a request for best and final offers (BAFO) did not indicate that price revisions had to be accompanied by justification and that the contracting officer reached erroneous conclusions. Rejection of the BAFO was proper since concerns about unexplained price reduction were reasonable, and the offeror must clearly demonstrate proposal's merits although the contracting agency's allegation that an oral request for BAFO's included a requirement to justify price changes was not conclusive.
