Protest to Sole Source Procurement

A company protested an award under sole source procurement, alleging that: the award was made 3 days before the closing date listed on the solicitation, the award was made while a protest was pending, and it received no notice of the decision to proceed with the award. The decision to proceed with sole source procurement was not unreasonable since known systems were technically evaluated, and only one could meet the agency's needs. Award while protest was pending did not harm the protester.
