The protester alleged that the General Services Administration failed to test production samples in strict compliance with the Federal specifications and that the tests were not consistent with the end use of the product. The rejection of production samples under allegedly defective specifications was a matter of contract administration and not for resolution under GAO Bid Protest Procedures.
