Leave on Last Day of Employment

The Director of the Personnel Systems and Payroll Division of the Department of Housing and Urban Development requested a decision as to whether a former employee could properly take annual leave on the last day of her employment. Since the employee substantially worked the entire final pay period and worked part of the last day of that period, the rule regarding terminal leave did not apply. The employee could, therefore, properly accrue and use leave during the last day of employment.
