A carrier requested review of an action by the General Services Administration (GSA) to collect overcharges on a shipment, claiming that rates charged were not correct. GSA action was sustained because: (1) the carrier has the burden of proving correctness of its charges; (2) the bill of lading was not proof of what was moved; and (3) the GSA administrative report was accepted as correct in the absence of contrary evidence.
